President's Message
President Rusty Keeble was sworn in as NAGIA President during the 2005 4th Quarter National Board of Directors Meeting in Washington D.C. Rusty has been with the Orange County Corrections Department since 1993. He was a Corrections Officer working the housing units until he developed and was appointment as the Gang Intelligence Coordinator for the department’s first Gang Intelligence Unit in 1999. In 2001, after the events of September 11th, his responsibilities grew to oversee the department’s domestic security functions. Rusty became the Intelligence Coordinator of the department’s newly established Office of Security Intelligence (OSI), which incorporates the Corrections Anti-Gang Enforcement (CAGE) Unit, Homeland Security Office, and Security Threat Intelligence initiative. In 2005, as the OSI Coordinator he took over the role of coordinating the department’s Narcotics K-9 Unit and Inmate Drug Testing Program. Rusty has also served as the President of the Florida Gang Investigators Association since 2004 and was re-elected to a third 2-year term in August 2007. Additionally, he serves as the Chairman of the Criminal Street Gang Committee for the Florida Intelligence Unit.
Vice President Andrew Grascia, MS has been in law enforcement for over 15 years. He currently is a Criminal Investigator with the Westchester County District Attorney’s Office. He has held positions in patrol, criminal investigations, Organized Crime Unit, Gang Task Force, and Westchester County HIDTA Unit. He has an extensive background in investigations and began investigating street gangs in 1997 and is a New York State Superior Court Certified Gang Expert. Investigator Grascia has a Bachelor’s Degree in Sociology and a Master’s Degree in Criminal Justice. He is an adjunct faculty member at the College of New Rochelle; provides in-service courses for school personnel at the Special Education Training Resource Center (SETRC) within Yonkers Public Schools, and the City School District of New Rochelle’s Staff Resource Center.Andy is also the President of Co-Founder of the New York Gang Investigators Association.
Secretary Shawn Williams was born in Union City, Tennessee and graduated from Haywood County High School May 1984. In February 1989, he was hired by the Brownsville Police Department and assigned to general patrol duties on the midnight shift. In August 1994, he was assigned to evening shift and October 1994 given the duties of Gang Intelligence Officer. A year later, October 1995 Shawn was assigned to the Criminal Investigations Division as a Street Gang Investigator. In September 1998, he was a founding member of the Tennessee Gang Investigators Association.
Treasurer Randy Crank was sworn in as NAGIA Treasurer Vice President during the 2005 4th Quarter National Board of Directors Meeting in Washington D.C. Randy also serves as the Founder and President of the Virginia Gang Investigators Association.
Appointed Members of the Board of Officers
Sergeant at Arms Mike Beagen is the President of the Northwest Gang Investigators Association. Mike began his career in Corrections as a Correctional Officer in 1989, served as a Transport Officer from 1991 to 1992, and Fugitive/Gang Investigator from 1992 to 1998. In 1998 he was assigned to be the full time STG Investigator for the Oregon DOC, and in 2004 was classified as the STG Program Technician to oversee the DOC STG program. He is currently assigned to the Special Investigations Unit as a Program Technician and serves as a resource to the Security Threat Management Team.
Parliamentarian Bruce Ferrell is the Chairman of the Midwest Gang Investigators Association and a twenty-two year veteran of the Omaha Police Department is a twenty-two year veteran of the Omaha Police Department. Officer Ferrell has worked a wide variety of specialty positions within the Department, including Burglary, Auto Theft, Gang Unit, Narcotics, and five years as a Homicide detective. Officer Ferrell was one of the original members of the department’s first gang unit in 1988 that focused specifically on gang investigation and intelligence. While an investigator with the Homicide Unit, Officer Ferrell investigated over 100 homicides and hundreds of felony assaults. He returned to his duties with the Gang Intelligence Unit in September 1999.
