Police target gang activity in countryside

NEW PALTZ — The gangs of New York — or Philly or Boston or even Middletown — are no longer urban or even suburban phenomena.

They've made the countryside their home as well; if you thought that living in a small town or village was insurance against gangs, it's time to think again, according to Bill Lopez.

"It's like if you have an insect problem. You spray in the kitchen and they go down to the basement."

That's why police, sheriff's deputies and state troopers are pulling overtime on weekends in New Paltz. A robbery in a Main Street bar, the appearance of graffiti "tags" on buildings and arrests of known gang members have convinced authorities that gangs have migrated from Kingston, Newburgh and Poughkeepsie.

Lopez is the Catskills regional director of the New York Gang Investigators Association, which sponsored a conference in New Paltz yesterday aimed at helping educators, correctional employees and social services counselors understand and identify the ever-changing indicators, codes and symbols of gang life.

Ron "Cook" Barrett, a gang prevention specialist from Albany, spoke passionately about the need for prevention and intervention in rapid-fire cadences as rhythmic as the rap music often associated with the gangster life.

"It's small things we need to do people! Small things! Job search skills. Phone skills. Even personal grooming classes. A generation is being lost — lost."

Speaker Paul Annetts told the crowd that when it comes to gangs, it's not just about rap music in particular or black music in general. Musical descendants of the white punk and metal scenes have morphed into varieties of less-well-known musical genres that espouse violence that spans the political spectrum, from white supremacists to extreme animal rights groups.

Both men said high-tech innovations like YouTube, and cheap visual and audio recording software and equipment have made it easier than ever for gangs to get their violent messages across to young people in a dramatic and seductive fashion.

In the end, Lopez said, no community is safe.

"These kids are looking for love, and if you don't respond to that need, they go to the gangs."
